South African education

My thoughts on outcome based education (is still called that?) are simple. It was poorly implemented.
I think the idea was okay but we don't have student flocking to the education career in South Africa. The structure as I experienced it was set up to be similar to university, the learner finds their own information and it encourages the use of libraries, to me prior to university i knew a library was a source of info but i used it as a study spot only. The education department should have started OBE in grade 0, slowly making kids aware that they should think and find their own information. That would better prepare them for university I think. The department would still have a skills shortage though.
